ADMINISTRATION MOVES ON POLICE REFORM "The White House announced Monday that President Barack Obama will sign an executive order meant to improve training for local law enforcement agencies that receive equipment through federal grant programs. Among the proposed initiatives is a 3-year, $263 million investment package, of which $75 million would go toward covering half the cost of 50,000 officer-mounted cameras -- a technology that has been widely cited as a necessary police reform following the death of Michael Brown, an unarmed black teenager shot and killed by Ferguson, Missouri police officer Darren Wilson in August." However $75 million is a drop in the bucket when it comes to outfitting the nation's police force, which employs 630,000 officers nationwide. And Attorney General Eric Holder also announced new guidelines to limit racial profiling. [HuffPost]

AS OIL PRICES FALL, A TRANSFER OF WEALTH AND POWER "Tumbling oil prices are draining hundreds of billions of dollars from the coffers of oil-rich exporters and oil companies and injecting a much-needed boost for ailing economies in Europe and Japan — and for American consumers at the start of the peak shopping season. The result could be one of the biggest transfers of wealth in history, potentially reshaping everything from talks over Iran's nuclear program to the Federal Reserve's policies to further rejuvenate the U.S. economy." EBOLA DEATHS REVISED DOWN The World Health Organization revised the Ebola death toll down 1,000 deaths, bringing the total to 5,987 deaths. The WHO warned the largest problem now is successfully tracking all of those that are infected and can transmit the deadly virus. [Reuters]

LEBANON DETAINS WIFE, DAUGHTER OF ISIS LEADER Coordinating with foreign intelligence officials, Lebanon was able to detain one of the wives of Islamic State leader Abu Bakr al-Baghdadi. [Reuters]
