As President Donald Trump and his national security team hammer out the details of U.S. military withdrawal from Syria, Washington should review its attitude toward Syrian President Bashar al-Assad, writes James Dobbins, a former U.S. assistant secretary of state. Washington’s strategy, under Obama as well as Trump, has been to “impose costs” on the government in Damascus by diplomatic ostracism and economic sanctions.
